The Balanced Scorecard was initially publicized in an article in the Harvard Business Review in 1992. Since then Drs. Kaplan and Norton have published five books, numerous HBR articles and many other articles which have spurred the development of a entire industry offering advice, practical guidance, and various awards and training programs around the world. The scorecard, and its related frameworks and methodologies, have been successfully implemented by organizations of all types and sizes around the globe.
The mission for the Alliance for Municipal Performance is to accumulate and leverage the best examples of successful implementation of this approach in municipal governments. We will synthesize these findings and provide the community of adopters with lessons learned and proven approaches that lead to success. Some of this work will take the form of documented best practices. The first draft of this taxonomy and best practices is attached below.
